Let's say local officials could have seen how the mega-strip mall on North Prospect Avenue in Champaign was going to progress and, more importantly, the traffic with it.
Perhaps, given political and other considerations, nothing would have changed. Then again, maybe North Prospect the street would have been built out enough that driving there doesn't remind you, with some regularity, of Chicago at rush hour.
